Study in Italy from Uzbekistan: public universities, English-taught degrees and DSU grants

The University of Bologna, the University of Siena and Sapienza in Rome are public universities with centuries of history. For citizens of Uzbekistan, tuition there costs roughly €300 to €1,360 a year, and a regional DSU grant can waive the fee and add a stipend and housing — but it is awarded competitively. Here is how to get in after school in Uzbekistan and what the visa requires.

Why students choose this country

    Europe’s oldest universities

    The University of Bologna dates back to 1088 and is considered the oldest university in the Western world. Siena was founded in 1240 and Sapienza in 1303. These are large public universities, not private colleges.

    Strong rankings

    In the QS World University Rankings 2027, Sapienza is 111th in the world and the University of Bologna is 123rd. In ARWU 2026, Sapienza is first in Italy.

    Low tuition

    Italy’s public universities are funded by the state. In 2026/27 a student from Uzbekistan pays €300 a year at Sapienza, about €500 plus a €140 regional tax in Siena, and €1,000 + €157 for a bachelor’s in Bologna.

    The regional DSU scholarship waives tuition. ER.GO in Bologna pays out-of-town students up to €7,171 a year; DSU Toscana in Siena pays €3,338 plus free housing and meals. It is competitive and only for families with modest income.

The route for school leavers with 11 years of schooling. Siena’s Foundation is taught in English and leads to open enrolment on Economics and Management. Sapienza’s Foundation Year (€5,000) is taught in Italian; Bologna has no Foundation of its own.

12 years of schooling (after an 11-year school, a completed first year of university is also needed — Bologna has no Foundation of its own), English B2. Business and Economics and Economics and Finance select applicants by SAT score.

Founded in 1240 in Siena, a medieval Tuscan city whose historic centre is a UNESCO World Heritage Site. English-taught options include the Economics and Management and Biotech Engineering for Health bachelor’s and more than ten master’s programmes. Its own English-taught Foundation is a convenient route after 11 years of school.

Requirements

Economics and Management: no entrance test, selection on documents (school certificate, CV), English B2; 150 places for international applicants who need a visa. For 2026/27, applications ran from 18 March to 4 May 2026, fee €49.90. Admissions for 2027/28 open in November 2026.

Discounts and scholarships

DSU Toscana grant for 2026/27: with ISEE up to €13,500, €3,338 a year plus free housing and two meals a day; the ISEE ceiling is €27,000. For master’s students, five Siena International Excellence scholarships of €6,000 a year.

Requirements

First comes online pre-selection (MoveIn): for visa applicants for 2026/27 it ran from 22 December 2025 to 15 May 2026, fee €30, up to two applications. English B2 (IELTS from 5.5; Duolingo not accepted); bachelor’s applicants need the SAT or the CISIA CEnT-S test. An 11-year school certificate only works together with the Foundation Year or a first year of university.

Discounts and scholarships

The regional DiSCo Lazio grant depends on family income and academic progress. Winners and eligible students pay Sapienza only €30 a year.

For the visa you must show €10,179.85 for the 2026/27 academic year. Applying for a DSU grant does not count as proof of funds.

Visa

Italian student visa

You need a national type D visa, “Studio – Immatricolazione Università”. It is issued only after the university validates your pre-enrolment on the Universitaly portal.

  • The university admits you and validates your Universitaly pre-enrolment. Without validation the visa is refused automatically.
  • You apply in person at the Embassy of Italy in Tashkent, booking through the Prenot@mi portal. Processing takes up to 90 days; you can apply no earlier than 6 months before travel.
  • Funds: €10,179.85 for the 2026/27 academic year — a 3-month statement from an Uzbek bank plus income certificates.
  • You also need an English certificate at B2 or above, insurance covering at least €30,000, housing for the first month and a flight booking. The visa fee is €50.
  • The last day to apply for a 2026/27 visa is 30 November 2026, but universities set earlier deadlines.
  • Within 8 working days of arrival you apply for a study residence permit (permesso di soggiorno) at the post office. It is renewed every year if you have passed exams.

Frequently asked questions

Can you really study in Italy for free?
Only with a DSU grant. It is a regional scholarship for students from lower-income families: it waives tuition and, depending on the region, adds money, housing and meals. ER.GO in Bologna pays out-of-town students up to €7,171 a year; DSU Toscana in Siena pays €3,338 plus free housing and meals. It is not guaranteed: family income must be below the threshold (ISEE up to €25,000–⁠27,000), documents from Uzbekistan must be translated and legalised, and you must earn enough credits on time or repay the money. Can I apply to Italy after 11 years of school?
Not straight into a bachelor’s: Italian universities require 12 years of schooling. There are three routes: a Foundation year at an Italian university (in Siena it is taught in English, €3,516 + €500), a first year of university in Uzbekistan with all exams passed, or an academic lyceum or college diploma after grade 9, which makes exactly 12 years. Do I need Italian?
Not for English-taught programmes: there is no Italian test. You need English at B2: Sapienza accepts IELTS from 5.5, and some Bologna programmes check English through the SAT. Sapienza does not accept Duolingo. Italian helps a lot in daily life, and Siena’s Foundation teaches it from scratch.
How much does it cost to study in Italy?
For citizens of Uzbekistan with family income abroad, in 2026/27: Sapienza €300 a year, the University of Siena about €500 plus a €140 regional tax, Bologna €1,000 + €157 for a bachelor’s and €1,200 + €157 for a master’s. Sapienza advises budgeting at least €800 a month to live in Rome; a room in Bologna averages €400 plus utilities. For the visa you must show €10,179.85 for the year.
Which entrance tests are required?
It depends on the programme. Bologna selects for Business and Economics and Economics and Finance by SAT score. Sapienza’s Economics and Finance needs an SAT of 960+ or the CISIA CEnT-S test, plus a school average of at least 80/100. Siena’s Economics and Management has no test — selection is on documents. Master’s admission is based on your degree, transcript and CV.
Can I work while studying?
Yes. A study residence permit allows up to 20 hours a week and no more than 1,040 hours a year. After graduating from an Italian university you can get a 9–⁠12-month permit to look for work or start a business. Do not count on part-time work to pay for your studies.

Is there an age limit?
We recommend a bachelor’s at 17–⁠25 and a master’s up to 35. These are our working guidelines, not university rules. Siena’s Foundation accepts students from age 17.
