How to apply to university in Malaysia: documents and student visa

What to prepare, in what order and how long it takes — from choosing a programme and receiving the offer letter to the EMGS visa and the Student Pass in your passport. Everything below is checked against official EMGS and university requirements.

The admission process

Six steps from consultation to campus

The order is the same for MAHSA University, City University Malaysia and other private universities in Malaysia. Only the details differ: English requirements, the document set and intake dates.

What happens at each step

  1. 01Tashkent or online

    Consultation: goals, budget and English level

    We meet the student and parents and go through grades, subjects of interest, the yearly budget and the preferred start date. By the end of the first meeting it is clear which level to apply for — Foundation, Diploma, bachelor’s or master’s — and whether an English course should come first.

    We suggest 2–⁠3 suitable options and compare them on entry requirements, upcoming intakes, tuition fees and living costs, and scholarship or discount opportunities. The family decides with real numbers in hand.

  3. 03Checklist below

    Documents and the university application

    We give you the exact document list for the chosen university, explain what needs an English translation certified by a notary, check the full set and submit the online application. Your name in every translation must match the Latin spelling in your passport — we check this before anything is sent.

  4. 04The university’s decision

    Offer letter: the university’s official offer

    The university reviews the application and sends an offer letter with the programme, start date and amount due. We check the terms, including any scholarship or discount, and explain what to pay and by when. You cannot apply for a student visa without an offer letter.

  5. 05About 14 working days at EMGS

    Student visa: EMGS, eVAL and the entry visa

    The university applies to EMGS, EMGS checks the documents, and the Immigration Department of Malaysia issues the eVAL, an electronic visa approval letter. Citizens of Uzbekistan also need a single entry visa (SEV) before they fly. The full sequence is in the visa section below.

  6. 06First week in Malaysia

    Flight, medical check and Student Pass

    We help with the travel date and tickets and remind you to complete the Malaysia Digital Arrival Card (MDAC). Within 7 working days of arrival the student has a medical check at an EMGS panel clinic, then the university arranges the Student Pass in the passport. Our team in Malaysia helps with housing and the first days.

    Buy tickets, complete the MDAC within 3 days before arrival and attend the medical check on time.

For the university application

  • Passport

    A scan of the photo page; some universities ask for every page, including blank ones. It must be valid for at least 18 months — ideally for the whole course plus a year.

  • School certificate or diploma with transcript

    Your school leaving certificate (attestat) after grade 11, or a college or lyceum diploma, with the transcript of grades. For a master’s: your bachelor’s diploma and transcript.

  • Notarised English translations

    Every education document not issued in English is translated and certified by a notary.

  • English certificate

    IELTS, TOEFL iBT, PTE Academic, Cambridge English or another test on the EMGS list. If you do not have one yet, we will explain the options at your chosen university.

  • Photos

    A digital passport-style photo. For the EMGS visa: 35 × 45 mm on a white background.

  • CV — for master’s programmes

    For master’s programmes the university may ask for a CV and a letter from your employer.

For the student visa — after the offer letter

  • Offer letter

    The university’s letter offering you a place: EMGS will not accept an application without it.

  • Health declaration

    The EMGS Health Declaration Form, completed and signed before submission.

  • Copies of passport, photo, education documents and English certificate

    The same as for the university. From the passport: the photo page and every page with visas.

  • EMGS fees and insurance

    Paid against the university invoice. Insurance is compulsory for the whole period of study.

  • Personal bond — a refundable deposit

    Lodged through the university and returned when you finish or leave the course, provided no immigration rules were broken.

Before you fly

  • eVAL

    The electronic visa approval letter. You cannot enter Malaysia before it is issued.

  • Single entry visa (SEV)

    For the Embassy of Malaysia in Tashkent: the visa form in English with a 3 × 4 cm photo, a copy of the air ticket, a copy of the passport photo page and the eVAL.

  • Malaysia Digital Arrival Card (MDAC)

    Completed online within 3 days before arrival.

  • Original documents

    Take your school certificate or diploma, the translations and your English certificate with you.

In your first week in Malaysia

  • Medical check

    At an EMGS panel clinic within 7 working days of arrival.

  • Student Pass in your passport

    After the medical check the university arranges the Student Pass sticker, usually valid for up to a year and then renewed.

English is one of the main admission requirements: courses at Malaysian universities are taught in English, and the certificate is also attached to the visa application.

Student visa

Malaysia student visa: how EMGS works

In Malaysia the student visa is called the Student Pass. Applications from international students are processed by EMGS — Education Malaysia Global Services, under the Ministry of Higher Education. The university submits the application once you have accepted the offer letter.

  1. After the offer letter

    Application to EMGS

    The university applies online through its own system or on the EMGS website, attaching the passport, photo, offer letter, health declaration, education documents and English certificate.

  2. 14 working days

    Document check

    EMGS checks the academic documents and whether the set is complete. Its service standard is 14 working days for a complete application; incomplete or incorrect applications take longer.

  3. Valid for 6 months

    eVAL — visa approval

    The Immigration Department of Malaysia issues the eVAL, an electronic visa approval letter. You may enter the country only after you receive it.

  4. 3–⁠4 working days

    Single entry visa (SEV)

    Uzbekistan is on the list of countries whose citizens need a single entry visa before entering Malaysia. It is issued on the basis of the eVAL, through the eVISA system or at the Embassy of Malaysia in Tashkent (consular fee USD 6, 3–⁠4 working days). We will confirm which route applies when you apply.

  5. Within 3 days before arrival

    MDAC and the flight

    Before the flight you complete the Malaysia Digital Arrival Card. You must enter on your student documents: anyone who enters as a tourist has to leave Malaysia and enter again.

  6. 7 working days

    Medical check after arrival

    New students have a medical check at an EMGS panel clinic within 7 working days of arrival. Without it EMGS cannot start the Student Pass endorsement.

  7. Up to a year, renewable

    Student Pass in your passport

    The university arranges the Student Pass, a sticker in your passport. It is usually issued for up to a year at a time and then renewed; EMGS recommends applying for renewal 3 months before it expires.

The visa itself takes weeks, but once you add choosing a programme, preparing documents and waiting for the offer letter, the road to campus is longer. A rough guide:

Private universities in Malaysia take students several times a year — City University Malaysia, for example, in January, May and September. We will confirm the intake dates at your chosen university during the consultation.

Fees

How much does a Malaysia student visa cost?

Official EMGS fees for private institutions in Peninsular Malaysia, where MAHSA University and City University Malaysia are located. EMGS updated the schedule on 23 June 2026.

  • A university may bill the visa fees together with its own fees. City University Malaysia, for example, charges about RM 3,810 for the application and EMGS processing together. You will see the exact amount in the offer letter or the university invoice.
  • The university invoice is paid directly to the university’s own account — City University Malaysia, for example, requires this.

Common mistakes

Why admission and visas get delayed

Delays rarely come from refusals. Most often it is small things in the documents. This is what we check in advance.

  • Incomplete documents

    EMGS reviews a complete application in 14 working days; if something is missing or wrong, it takes longer.

  • No English certificate

    Without one, visa processing may be delayed and the Student Pass will not cover the full length of the course.

  • Passport expiring soon

    EMGS requires at least 18 months of validity. It is easier to renew a passport before applying than during your studies.

  • Photo not to standard

    EMGS needs a 35 × 45 mm photo on a white background and has an online photo checker. We check the photo before sending.

  • Name spelled differently

    The Latin spelling in your certificate translation must match your passport. Otherwise the translation has to be redone.

  • Entering without a student visa

    You may enter only after receiving the eVAL. A student who enters as a tourist has to leave and enter again.

  • Missed medical check

    You have 7 working days after arrival for the medical check. Without it EMGS does not start the Student Pass endorsement.

  • Start date postponed

    The eVAL is valid for 6 months. If your start date moves, the visa timing has to be recalculated in advance.

Questions about admission and the student visa

What documents are required to study in Malaysia?
A passport valid for at least 18 months, your school certificate or diploma with transcript and a notarised English translation, an English certificate (IELTS, TOEFL, PTE or another test on the EMGS list) and photos. After the offer letter, the visa also needs a health declaration and payment of the EMGS fees. The full list is in the checklist on this page.
Do Uzbek citizens need a visa to study in Malaysia?
Yes. A student needs an eVAL, the visa approval issued by the Immigration Department of Malaysia through EMGS, and citizens of Uzbekistan also need a single entry visa (SEV) before they fly. After arrival and the medical check, the Student Pass is placed in the passport.
How much does a Malaysia student visa cost?
Under the official EMGS schedule for private institutions, the compulsory first-year payments come to RM 2,858–⁠3,004 (roughly USD 700–⁠740): processing, eVAL with tax, the medical check, insurance, iKad, the Student Pass sticker and a multiple entry visa. A refundable personal bond is paid separately — RM 1,500 for citizens of Uzbekistan.
What is the Malaysia student visa processing time?
The EMGS service standard is 14 working days for a complete application. City University Malaysia estimates the whole visa process at 6–⁠8 weeks. The single entry visa at the embassy in Tashkent takes 3–⁠4 working days.
Can I apply to a Malaysian university without IELTS?
Both the university and the visa need an English certificate: EMGS accepts IELTS, TOEFL, PTE, Cambridge English and other tests. If you do not have one yet, many private universities let you start with an English programme or a Foundation year — we will tell you what your chosen university offers.
Do I need to translate and certify my school certificate?
Yes. Education documents not issued in English are submitted with a notarised English translation. Make sure the name in the translation matches your passport.
Do I need a medical check in Tashkent before I fly?
For universities in Peninsular Malaysia, the only health document before you apply is the EMGS health declaration. The medical check itself takes place in Malaysia, at an EMGS panel clinic within 7 working days of arrival.
How do I apply to a Malaysian university after school?
After grade 11, students usually start with a Foundation year or a Diploma and then move on to a bachelor’s degree. Documents and the visa follow the steps on this page.
