What is a Foundation year, and who needs one?

A Foundation year is a one-year university programme before a bachelor's degree. What you study, what a Foundation course in Malaysia costs and who needs one.

In short. A Foundation year is a university preparatory programme taken before a bachelor's degree. In Malaysia it lasts one year, and students then move into the first year of a bachelor's. School leavers from Uzbekistan usually need one: Malaysian universities expect 12 years of education for degree entry, while school in Uzbekistan lasts 11. At private universities in Malaysia, a Foundation year costs roughly USD 4,300–6,100 in tuition.

What a Foundation programme is, in plain words

A Foundation programme is a university course that prepares school leavers for a bachelor's degree. You will see it called a Foundation year, a Foundation course, a Foundation programme or pre-university. They all mean the same thing.

It is not a language school and not private tutoring. The student is enrolled at the university, follows a set curriculum, sits exams and gets grades. At the end of the year they have a grade point average (CGPA), and that number decides which bachelor's programmes will accept them.

In Malaysia, the standards for these programmes are set by the Malaysian Qualifications Agency (MQA), a government body. Its curriculum guidelines describe the Foundation as a pathway that prepares students for undergraduate study: 50 credits, completed in one year over two or three semesters.

It also helps to know what a Foundation is not. It is not a job qualification and will not get you hired on its own. Its only purpose is to open the door to the first year of a bachelor's degree.

The term "foundation year" is also used in the UK, Australia and Europe, but the systems there work differently. This article is about Foundation programmes in Malaysia.

Why school leavers from Uzbekistan need a Foundation year

The main reason is the number of years in school. School in Uzbekistan lasts 11 years. Education Malaysia (EMGS), the official service that handles student visas for international students, states that international applicants need at least 12 years of education to enter a diploma or degree. The Foundation year fills that missing year.

There are practical reasons too:

  • English. Most university programmes in Malaysia are taught in English. The English requirement for a Foundation is usually lower than for a degree. At Multimedia University, for example, every Foundation programme accepts IELTS 4.0, while bachelor's degrees ask for 5.0 to 6.0. Every university sets its own scores, so check the specific programme.
  • University habits. Credits, semesters, CGPA, essays, referencing, group projects: students get used to all of this during the preparatory year rather than in the first year of their degree.
  • Choosing a direction. Foundation programmes come in streams such as science, business and arts. The stream decides which bachelor's degrees you can move on to.
  • The first year away from home. Moving abroad, a new country and living on your own all happen during the preparatory year, not at the start of the main degree.

How a Foundation year in Malaysia works

Under the MQA guidelines, a Foundation programme combines common core, core and specialisation courses. In practice that means academic English, writing and presentation skills, working with data, and the subjects of your chosen stream.

At MAHSA University, for example, the Foundation in Science is built around biology, chemistry, physics and mathematics, plus a Communicative English course. The Foundation in Business covers the basics of accounting, marketing, management and economics.

Types of Foundation programme

The MQA standard sets out three tracks: science, arts, and a combined science and arts track. Within them, universities build their own streams, business included. These are the ones you will meet most often.

Foundation in Science

For students aiming at medicine, dentistry, pharmacy, biomedical science or engineering. It has the most maths and science.

For medicine it is often essential. To enter the MBBS (medicine) at MAHSA University, for example, you need a Foundation in Science with a CGPA of at least 3.0 in biology, chemistry and physics or maths, plus minimum school grades. Foundation in Business

For future economists, accountants, marketers and managers. It leads to bachelor's degrees in business, finance and accounting.

Foundation in Arts

The humanities stream: journalism, education, international relations and other humanities subjects.

Foundation in IT and others

Some universities run a separate stream for IT and computer science. City University Malaysia, for example, offers a Foundation in IT.

Foundation or diploma: what is the difference?

The other route after school in Malaysia is a diploma. People often mix the two up, but they are quite different.

If the goal is a bachelor's degree, the Foundation year is usually the shorter and clearer route. A diploma suits students who want a practical qualification sooner.

Who needs a Foundation year, and who does not

You probably need a Foundation year if:

  • you are finishing grade 11 at school in Uzbekistan and want to study for a bachelor's in Malaysia;
  • your English is still below the level a degree requires;
  • you are aiming at medicine or dentistry and your chosen university requires a Foundation in Science.

You may not need one if:

  • you have A-Levels or STPM: in Malaysia these usually give direct entry to a bachelor's;
  • you have more than 11 years of education, for example you have already studied at a college or university. The university may then consider a different entry route. The decision is the university's and depends on your documents, so have them checked before you apply.

How much a Foundation year in Malaysia costs

Tuition fees for a Foundation programme at MAHSA University and City University Malaysia are roughly RM 17,700–25,050 a year. At about 4.08 ringgit to the US dollar, that is around USD 4,300–6,100.

On top of tuition fees, budget for:

  • application and visa. At City University, the application fee and EMGS student visa processing fee come to about RM 3,810 (≈ USD 930);
  • living in Malaysia. City University estimates accommodation, food and transport at about RM 15,000 a year (≈ USD 3,700).

Scholarships can bring the cost down. City University offers a Foundation to Degree Scholarship covering up to 100% of Foundation tuition fees, provided the student continues to a degree at City University, attends at least 85% of classes and keeps a CGPA of 2.85 or higher every semester. MAHSA University has also run an offer covering 100% of Foundation tuition fees for local and international students who go on to a degree at MAHSA. How to choose a Foundation programme

Answer five questions before you apply:

  1. Which bachelor's comes next? A Foundation is tied to its own university's degrees. City University says plainly that its Foundation programmes are structured to align with its bachelor's degrees. If you plan to switch universities, check first whether the new one will accept your Foundation.
  2. What grade do you need to progress? City University's BBA, for example, asks for a CGPA of at least 2.00 out of 4.00, while MAHSA's MBBS asks for 3.0 in the key science subjects.
  3. Is the programme accredited? Every programme in Malaysia has an MQA code and an accreditation period. City University's Foundation in Business, for example, is coded R3/0011/3/0097 and accredited until August 2029.
  4. When is the next intake? City University takes Foundation students in January, May and September; MAHSA admits Foundation in Science students every semester.
  5. Which scholarships are available, and what does it take to keep one: attendance, grades, service hours.

What documents you need

Most universities ask for a similar set:

  • a passport valid for at least 18 months when you enter Malaysia;
  • your school certificate and transcript, with notarised English translations;
  • an English test certificate, if you have one. Without it, EMGS may take longer to process your visa;
  • a passport photo on a white background.

Frequently asked questions

Is a Foundation year the first year of university?

No. It is a preparatory year before the bachelor's degree. It does not count towards the length of the degree, but without it a grade 11 school leaver usually cannot start the first year.

How long is a Foundation programme?

In Malaysia, one year. Under the MQA standard it runs over two or three semesters.

Can I start a Foundation without IELTS?

The university sets the English requirement. If you do not have a certificate yet, some universities let you start with an English programme first: City University, for example, runs an intensive English course of three months per level. Bear in mind that without an English certificate, EMGS may take longer to process your visa.

How many years will I study in total?

Usually about four: one year of Foundation and three of a bachelor's. Medicine and dentistry take longer: the MBBS at MAHSA alone lasts five years.

Does the El-Yurt Umidi Foundation pay for a Foundation year?

The fund's regulations allow it to pay for a preparatory Foundation course of up to one year at universities in some developed countries, as long as the Foundation and the bachelor's together take no more than four years. Whether a particular programme qualifies is for the fund to decide.

Can I do a Foundation at one university and move to another?

Sometimes, but the decision belongs to the university you want to move to. Foundation scholarships usually require you to stay for the degree, so it is best to pick the field and the university from the start.

Is a Foundation year right for you?

It depends on three things: your education documents, your current level of English and what you want to become.
